		<description>But will new US industry, green or otherwise, be able to compete with low-wage economies? Isn&#039;t this why American industry went away in the first place?  I wonder whether this issue needs to be sorted out first, at an international level. Cobb and Daly were writing about this in the 1980s.</description>
