		<description>i was wondering if the report is just speculating what the consumer may do. Tax cuts are put in place on the assumtion that people will spend it in this economy. But i think we are pretty much cowed into saving now that unemployment seems to have no bottom as of yet. And does any one have a exact figure of how many green jobs will be created in the next year or so? ARe there names to these green jobs?</description>
